Doğanın Tasarımı, İnsanın Tasarımına Karşı!

Planlamalardaki Uygulanabilirlik

Planlama, afet ve kriz yönetiminin en naif, en güvenli ve en proaktif vazgeçilmezidir. Planlamanın önemine ilişkin, tüm dünya toplumlarında binlerce vecize, atasözü veya deyim vardır. Salgınlarda da, kamu sağlığı açısından primer koruma, ergonomik ve sürdürülebilir planlamayı gerekli kılar.

İnsanoğlunun doğaya karşı egosantrik bir yapıda, kurguladığı, uyguladığı bütün tasarımlar, kısa vadede belki görülmese de orta vadede yüksek bir olasılıkla, uzun vadede ise kesinlikle doğa tarafından bozulmaya mahkumdur. Şu mantık tüm insanlar tarafından asla ve asla ihmal edilmemelidir. Doğaya hükmetmek için, onun ilkelerine itaat etmek şarttır.

Geçtiğimiz aylarda ve halen de etkisinin devam etmekte olduğu doğal afetler tünelinden geçmekte tüm insanlık. Bir taraftan, tüm dünyadaki senkronize orman yangınları, bir taraftan seller ve hortumlar, depremler, tayfunlar, 2021’i felaketlerle dolu bir yıl olarak tarihe geçirdi.

Hatırı sayılır çoğunlukta bir insan kitlesi, endüstriyel bir meta olarak görülen salgın felaketinin temelinin ekonomik kaygılardan kaynaklandığını söylese de, bir taraftan, doğal afetlerin HAARP vb. projelerin bir ürünü olduğunu söylese de, bilim ve bilimsel yaklaşım bu söylemleri ihtiyatlı görmekte ve somut deliller üzerinden hareket etmektedir.

Bu bağlamda, doğal kaynaklı afetler ve/veya insan kaynaklı afetlerde, her ikisinin, yıkıcı etkilerinin bertaraf edilmesi için, etkin, uygulanabilir ve sürdürülebilir planlama şarttır. Afet dönemlerinde, kent yöneticileri tarafından oluşturulan kriz masasının da öncelikli işi, etkin bir afet yönetim planı olmaktadır.

Dergimiz, bu sayı dahil müteakip iki sayısında doğal ve insan kaynaklı afetlere dikkat çekmek istemektedir.

Applicability in Planning

Planning is the most naive, safest and most proactive indispensable part of disaster and crisis management. There are thousands of aphorisms, proverbs or idioms about the importance of planning in all world societies. In epidemics, primary protection, ergonomic and sustainable planning makes it necessary in terms of public health.

All the designs that human beings construct and implement in an egocentric structure towards nature are doomed to be corrupted by nature with a high probability in the medium term, although it may not be seen in the short term. All people should never neglect this logic. To dominate nature, obedience to its principles is essential.

All humanity has been passing through the tunnel of natural disasters, which has been under its influence in the past months and continues. On the one hand, synchronized forest fires worldwide; on the other hand, floods and tornadoes, earthquakes, and typhoons made 2021 a year full of disasters.

Although a considerable majority of people say that the basis of the epidemic disaster, which is seen as an industrial commodity, is due to economic concerns, and on the one hand, they say that natural disasters are the product of projects such as HAARP, but science and scientific approach cautiously approach these discourses and act on concrete evidence.

In this context, effective, applicable and sustainable planning is essential to eliminate the destructive effects of both natural disasters and/or man-made disasters. In times of disaster, the primary task of the crisis desk created by the city administrators is an effective disaster management plan.

Our journal would like to draw attention to natural and man-made disasters in the next two issues, including this one.
